Does UC Group KNow Something We Don't?

Online gambling payment processor UC Group has set up a US subsidiary preempting regulatory developments there.
Confident that Barney Frank's push to repeal UIGEA will be successful and the US online gambling market will open up, the UK based company has formed a US based subsidiary led by 3 former MasterCard Inc executives. Secure Trading Inc will start offering payment processing services as soon as US licensed operators are able to operate free from current restrictions.
Clearly the company is watching developments in Washington very closely, and they claim that their turnkey solution will be totally compliant with the newly implemented regulatory requirements. A UC Group spokesperson said:
Momentum for regulating Internet gambling in the U.S. has been building for some time...as Congress prepares to take the final step, SecureTrading Inc.'s turnkey system is primed to enable our customers to go live the moment Internet gambling is regulated.
It's a bold move considering the jury still appears to be out on whether current restrictions will in fact be overturned. Maybe UC know something that the rest of us don't?
